Legislative Council (LegCo) member Yang Berhormat Chong Chin Yee expressed her full support for the introduction of the first Code of Ethics and Code of Conduct for LegCo members of Brunei Darussalam, describing it as a significant milestone in strengthening the integrity, accountability, and public trust of the institution.
Speaking during the third day of the Second Meeting of the 22nd LegCo Session yesterday in support of Motion No 5/2026 on the enactment of the code, she highlighted how it reflects the collective commitment of all members to uphold responsibility and the dignity of the council as a common guide for present and future members.
While welcoming the initiative, she raised several queries regarding its implementation. Referring to Clause 1.6, Yang Berhormat Chong Chin Yee sought clarification on whether the entire code continues to apply after a term ends, or if only specific obligations, such as confidentiality under Clause 10, remain in force. She suggested clear implementation guidelines to define the scope of continuing obligations.
Regarding Clause 10.1 on preserving confidentiality, she stressed that members must be clearly informed of the classification status of documents and verbal briefings. She proposed that procedures define the responsibilities of the Secretariat, ministries, and government agencies in identifying confidential materials and clarifying whether the term encompasses broader sensitive information beyond the Government Security Protection Manual.
On Clause 9.2.1 regarding compliance with the ICT Security Policy of the government, she recommended providing members with an approved compliance guide, conducting briefings on handling official accounts and devices, notifying members of policy updates, and appointing a designated liaison officer for consultation.
Lastly, Yang Berhormat Chong Chin Yee addressed the application of the code to both Official Members by Virtue of Office, such as ministers, and appointed members.
While maintaining that ethical standards must apply equally, she called for clear guidance on how provisions apply based on their respective executive and legislative roles, ensuring consistent and transparent implementation without ambiguity.
Concluding her remarks, she expressed confidence that addressing these operational aspects would create a robust framework to safeguard the standing of the council and bolster public confidence.
