08.08.25 Shared responsibility key to Brunei Vision 2035: Minister

Minister at the Prime Minister’s Office and Minister of Defence II Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Awang Haji Halbi bin Haji Mohd Yussof yesterday at the Second Meeting of the 21st Legislative Council (LegCo) Session delivered the summary of the motion on Brunei Vision 2035 stressed that its success is a shared responsibility that requires the active involvement of all levels of society and stakeholders and cannot be placed solely on the shoulders of the government.

He added, “The whole-of-government and whole-of-nation approaches must continue to be strengthened and enhanced so that all sectors of the country move in harmony, supporting each other towards one goal – building a progressive, prosperous, and resilient Brunei Darussalam.”

In the open deliberation setting, he said, “Various constructive views, insightful suggestions, and emphasises on the importance of a more focused, inclusive, transparent, and responsive approach in implementing Brunei Vision 2035 have been stressed on.”

The minister also shared, “Upholding the titah of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, delivered in the New Year 2025 celebration, His Majesty emphasised that preserving unity is essential, because unity is the key to development.

“In line with this, the active involvement of all parties and levels of community whether at the government level, private sector, non-governmental organisations, the community, or individuals such as youth, women, and entrepreneurs is crucial. There must be widespread awareness that every individual has a role to play in the nation’s development, and this mindset needs to be instilled and cultivated broadly.”

Therefore, he highlighted that Brunei Vision 2035 is now driven by three national Manpower, Social, and Economic Blueprints – to realise its core aspirations. Under the first goal of producing a well-educated and highly skilled population, the focus is on transforming the education system through stronger Technical and Vocational Education and Training (TVET), industry collaboration, and promotion of lifelong learning.

Emphasis is also placed on cultivating 21st-Century skills such as digital literacy and critical thinking, along with introducing employer incentives to support continuous learning and structured apprenticeship schemes. The second goal, aimed at achieving a high quality of life, is guided by the Social Blueprint and led by the Prime Minister’s Office. Key areas include strengthening family institutions, promoting inclusive social support, and reducing dependence on government aid by encouraging economic and community participation.

The focus extends to enhancing rural development, social services, mental health, and public safety. National security and inter-agency coordination are also prioritised as foundations for social stability and long-term progress. For the third goal, building a dynamic and resilient economy, the Economic Blueprint outlines strategies to reduce reliance on oil and gas while growing sectors such as modern agriculture, tourism, the creative industry, and green economy.

Emphasis is placed on digital adoption, innovation, and support for micro, small and medium enterprises and cottage industries, including expansion of the One Village One Product initiative. Investor-friendly policies, improved infrastructure, and environmental sustainability are central to ensuring inclusive economic growth, job creation, and national competitiveness in line with Brunei Vision 2035.
