The Brunei Vision 2035 Framework has been updated to strengthen coordination among government ministries, agencies, and stakeholders, ensuring the country’s long-term development agenda remains responsive to changing national and global circumstances.
Minister at the Prime Minister’s Office (Civil Service Governance) Yang Berhormat Dato Seri Setia Awang Haji Nazmi bin Awang Haji Mohamad said the updated framework would serve as a holistic and integrated guide for planning, implementation, monitoring, and evaluation towards achieving the objectives of Brunei Vision 2035, during the Second Meeting of the 22nd Session of the Legislative Council (LegCo) 2026.
The minister noted that Brunei Vision 2035 has served as the long-term development direction of the country since 2007, while the framework was introduced in 2016 to support and strengthen its implementation.
The framework was established as a common platform to ensure that ministries, agencies, and stakeholders move in a coordinated manner towards realising the national vision. However, global and domestic developments continue to influence development priorities, including technological advances, demographic changes, climate change, geopolitical and geoeconomic uncertainties, the emergence of new economic opportunities, and rising expectations among citizens and residents regarding public service delivery.
“Therefore, we must always ensure that the implementation of Brunei Vision 2035 is responsive and aligned with current needs and priorities,” he said.
The framework was subsequently updated to ensure it remains relevant and provides an integrated approach to national planning and implementation.
The updating process involved appointed members of the LegCo, whose recommendations, feedback, and suggestions were welcomed by the minister.
Elements of the framework had also been discussed and debated by members during the debate on the motion supporting coordination towards achieving Brunei Vision 2035.
The need to strengthen the implementation of Brunei Vision 2035 was also emphasised by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.
During the Special Session on Brunei Vision 2035 on April 18, 2026, His Majesty stressed that establishing accurate Key Performance Indicators (KPIs) alone would not be sufficient.
His Majesty also emphasised the importance of coordination in determining whether the Whole-of-Government and Whole-of-Nation approaches could be effectively implemented rather than remaining merely aspirations on paper, while stressing the need for individual KPIs to be aligned as an integrated system, allowing the contribution of actions towards achieving the aspirations of the country to be tracked.
With this in mind, the updated framework places stronger emphasis on coordination and integrated implementation across government and society, as the Brunei Vision 2035 Framework comprises three national goals reflecting the aspirations of the country.
The minister stressed that the three Brunei Vision goals are closely interconnected and therefore require a Whole-of-Government approach, with stronger cooperation between ministries and agencies. This aligns with the directive of His Majesty during the Cabinet reshuffle on June 4, where coordinating ministers were given the mandate to issue appropriate directions to align the actions of relevant ministries in addressing cross-cutting issues of national importance.
At the same time, the Whole-of-Nation approach remains essential, involving all segments of society, including young people who will inherit and continue the prosperity and development of the country.
The minister highlighted that a development framework would only provide value when used as a guide for planning and national development implementation.
The updated framework is therefore intended to become the principal guide for coordinating and aligning the planning and implementation of National Priorities towards achieving Brunei Vision 2035.
The Manpower Blueprint, Social Blueprint, and Economic Blueprint will continue to support Brunei Vision 2035, including through assessments based on Action KPIs.
The Whole-of-Government and Whole-of-Nation approaches will also continue to be strengthened through closer and more integrated cooperation involving government ministries and agencies, the private sector, non-governmental organisations, grassroots communities, and other stakeholders.
According to the minister, one of the main objectives of the framework is to provide a more structured approach to assessing national development holistically and in an integrated manner, allowing progress towards Brunei Vision 2035 to be evaluated more comprehensively and systematically.
The assessment would not merely measure performance but would also provide information to help the government monitor the effectiveness and impact of policies, strategies, and initiatives on the well-being of citizens and residents and the prosperity of Brunei Darussalam.
The minister stressed that the success of Brunei Vision 2035 would not depend on the framework alone, but requires continued commitment, cooperation, and efforts from all parties through Whole-of-Government and Whole-of-Nation approaches.
