The Minister of Education Yang Berhormat Datin Seri Setia Dr Hajah Romaizah binti Haji Mohd Salleh shared updates on the Ministry of Education’s (MoE) efforts to enhance the implementation of the Compulsory Education Act and Special Education Guidelines during the First Meeting of the 22nd Session of the Legislative Council.
She highlighted the ministry’s commitment to inclusive education for persons with disabilities.
Initiatives such as the School Leader Symposium emphasised early identification, intervention, and inclusive leadership to improve the execution of compulsory education. and the School Leader Convention in May 2026 will have emphasis on early intervention to support students with special needs across schools. To improve teacher capacity, the ministry offers courses such as the Introductory Course in Special Education, BDLTA short courses, and specialised training in collaboration with SEAMEO SEN These programmes aim to improve competencies among Special Education teachers and bridge the teacher-student ratio gap.
She also iterated that the MoE will continue to ensure that all these initiatives are implemented in an integrated manner to guarantee inclusive and high-quality education in all districts.
The question on the ministry’s efforts and plans to strengthen the implementation of the Compulsory Education Act and the Inclusive Education Policy for Persons with Disabilities (PWD) was raised by Legislative Council (LegCo) member Yang Berhormat Haji Salleh Bostaman bin Haji Zainal Abidin.
In response to LegCo member Yang Berhormat Hajah Rosmawatty binti Haji Abdul Mumin’s question on an independent review of the Inclusive Schools Model (ISM) and Centre of Excellence (COE), the minister stated that the MoE does not plan an independent review.
However, she emphasised that continuous internal evaluations will be conducted to ensure the quality of education for students with special needs remains high and meets established standards, in line with increasing enrolment.
The Special Education Department (PKhas) is responsible for coordinating and monitoring the implementation of policies and programmes to ensure quality education.
