30.03.26 MCYS committed to welfare of senior citizens, youth, women and persons with disabilities

The Ministry of Culture, Youth and Sports (MCYS) reaffirmed its commitment to the welfare of senior citizens, youth, women and persons with disabilities through a range of ongoing and planned initiatives.

Under the Elderly Action Plan 2023–2030, the government is adopting a whole-of-nation approach to strengthen social protection, including the introduction of caregiver allowances.

The ministry will continue to raise public awareness, monitor individual cases and enhance community support to safeguard the well-being of senior citizens.

The update was delivered by Minister of Culture, Youth and Sports Yang Berhormat Dato Seri Setia Awang Haji Nazmi bin Awang Haji Mohamad, in response to issues raised by Legislative Council (LegCo) members on the 11th day of the First Meeting of the 22nd LegCo on Saturday.

On youth development, the minister said the National Youth Day Awards continues to recognise young achievers across various fields, including the agrifood sector. Although participation remains low, recipients have achieved notable success, with further recognition available through other platforms.

He added that successful youth have shown potential for international growth and transition into the agricultural sector, with the awards serving as a catalyst for innovation and excellence.

Support for non-governmental organisations is being strengthened through financial assistance, dialogue and utility support, aimed at boosting civic cooperation nationwide.

Efforts to empower women are focused on optimising resources and streamlining existing institutions, with women leaders playing a central role.

Coordination is also being enhanced through the Mengalinga app, a virtual hub that consolidates initiatives and stakeholder responsibilities under the principle of “no one left behind”.

The Women Action Plan 2026–2030 was also outlined, alongside the publication of an executive summary in conjunction with International Women’s Day.

The minister said an initial draft has been prepared by a special committee, with coordination across ministries and agencies under whole-of-government and whole-of-nation approaches.

The plan will outline policies, programmes and key performance indicators over a five-year period, aligned with the Social Blueprint and Brunei Vision 2035. It is expected to be submitted to the National Council for Social Issues and launched by the end of 2026.

On the Complex for Persons with Disabilities project, initiated in 2011, the minister said the development involves detailed planning, design and financial coordination, incorporating international best practices.

A dedicated project team was established on January 30, 2024 to ensure effective governance.

The complex is intended as a high-impact social investment to support persons with disabilities community, promoting inclusive development and long-term sustainability.
