30.03.26 Minister provides updates on building regulations, accessibility standards

In response to several matters raised by Legislative Council (LegCo) members at the 11th day of the First Meeting of the 22nd LegCo on Saturday, Minister of Development Yang Berhormat Dato Seri Setia Awang Haji Muhammad Juanda bin Haji Abdul Rashid provided updates on building regulations and accessibility standards.

On the implementation of the Different Abilities Design Guideline (DADG) 2018, the minister explained that the guideline is being applied comprehensively.

Mandatory requirements set by the Authority for Building Control and Construction Industry (ABCi) will take effect for all new buildings, including compliance with inclusive design standards. This encompasses barrier-free access facilities and reporting obligations by a qualified professional. Existing buildings will be upgraded progressively to meet the same standards.

The minister also emphasised that enforcement will be strengthened through increased industry awareness, technical briefings, professional collaboration, and systematic improvements in line with planning standards.

Regarding building additions and renovations, the minister noted that all works remain subject to relevant laws and require approval from the authorities.

Complaints often relate to regulation breaches, such as unauthorised building extensions or drainage issues.

To address this, planning guidelines have been provided, and registered consultants are encouraged to ensure technical compliance, safety, and neighbourhood harmony.
