18.03.26 Reforms streamline business, foreign worker processes

Since 2022, the Immigration and National Registration Department (INRD) and Labour Department have rolled out reforms to streamline processes for investors, businesses, employers, and workers, supporting Brunei’s drive for a more efficient business environment.

This was stated by Minister of Home Affairs Yang Berhormat Dato Seri Setia Awang Haji Ahmaddin bin Haji Abdul Rahman in response to the matter raised by Legislative Council (LegCo) member Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Mohd Yusof on reform initiatives by INRD and the Labour Department.

The initiatives aim to support the ease of doing business policy, fostering a more conducive business environment.
Key initiatives include the Long-Term Pass, which was effective 31 December 2024, simplified work visa issuance following Foreign Worker Recruitment License (LPA) approval, and expanded visa exemption arrangements covering 67 countries, with five eligible for Visa on Arrival.

Professional and business visas are also available for investors backed by local companies, while foreign investors may apply for a 12-month Professional Visit Visa/Pass with support from the Brunei Economic Development Board (BEDB). INRD has also established a One-Stop Visa and Pass Counter to consolidate services, and the e-Gate system at Brunei International Airport, which was launched December 10, 2025, has expedited entry and exit, recording 39,490 users as of March 5.

Under the Labour Department, the National Labour Management System (NLMS) enables online applications for foreign workers, replacing manual procedures.

The introduction of Takaful Insurance Guarantees reduces costs for employers hiring foreign workers, replacing traditional cash or bank deposits.

Overall, these reforms reflect the government’s commitment to improving public service delivery. enhancing transparency, and creating a more efficient and conducive business environment, in line with Brunel Vision 2035 Goal 3: a Dynamic and Resilient Economy.
