The proposed Code of Ethics and Conduct for Legislative Council (LegCo) members is expected to strengthen integrity, professionalism and ethical governance while enhancing public confidence in the institution.
LegCo member Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman said the primary purpose of the Code is to provide members with clear guidance on values, ethics, conduct and regulations in carrying out their responsibilities.
He noted that the proposed Code would apply not only during LegCo sessions, but also during discussions, dialogue sessions, working visits and meetings, covering aspects including the manner of conveying information, speech and attire.
According to him, the Code represents an effort by the LegCo to safeguard the image of its members as trusted representatives of the people, ensuring that they act in the public interest rather than for personal interests or those of particular groups.
He said the Code would also help foster public confidence that interactions between members and the public are conducted openly and without ulterior motives, with issues raised by the public being heard, discussed and brought to the relevant authorities where necessary in seeking solutions.
The Code would further enhance public confidence in the credibility and integrity of members when they raise issues during LegCo sessions, discussions and dialogues, or when engaging with government officials. Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi stressed that members must possess commendable qualities befitting the position entrusted to them.
He added that the Code would serve as a guideline for members to uphold appropriate standards of conduct not only while serving on the LegCo but also after their tenure.
Overall, he welcomed the proposed Code of Ethics and Conduct, noting that it would provide greater clarity on members’ responsibilities as public representatives and further strengthen the credibility of the LegCo.
